BOP’s are known to get scale or mealy bugs. There are different approaches to treatment from using alcohol to neem oil. Google both to figure out if this is your issue and to see which approach works best for you.
いいね 1件It's hard to tell from the photograph but it looks like the start of mealy bugs, as previously mentioned. Mealy bugs look fuzzy whereas scale typically is more smooth.

Repotting isn’t necessary — for my BOP I use systemic granules in the soil and insecticidal soap spray and a soft cloth to kill and remove the pests. Alcohol and a q-tip is the most precise way to kill mealy bugs, though it’s time consuming for my taste 😆
