I have a sweet potato in water that is vining and these white things on a few of the leaves. Is this normal? If not please tell me how to fix it!

MEALYBUGS!!!!! Get a mixture of rubbing alcohol water and apply directly to them with a cotton swab or spray bottle.

I don’t see bugs in the picture. So I googled it. It’s likely crystallized sap and the sugars from the sweet potato plant per google.

Do I need to get rid of them?

No. It’s the plant pushing out excess moisture. Checkout the link in the above picture for more info. I would tell you to let the soil dry out more. But, the potato is in water. So, I’m not sure how to fix this.
