What causes browning that starts from the base of the stem? This is the second time I have experienced this with a dracaena. This was chopped and propped from the original plant when it started about 2 months ago. Fresh soil, new smaller pot and a grow light were added. Is there any hope for this?

That's black rot. You can try treating the soil and rot areas with a fungicide like neem oil or hydrogen peroxide, but that's a pretty severe case. Your best bet would be to take a cutting at least an inch above the visible rot

It does look like black rot, aka Black Stem Rot that are common on overwatered dracaenas. It a fungal issue that started from root rot. Try to save the healthy top if the rot hasn’t penetrated all the way to the top as yet, per Waspinator’s suggestion. Replace the soil. Remove all the rotting roots. Disinfect the roots with a hydrogen peroxide rinse. Disinfect the pot and tools. Properly bag and dispose of the rotting roots and soil to avoid spreading bacterial or fungal infections. A commercial fungicide should be used as needed especially as a preventative if this happens often. Let the soil dry out more to avoid root rot. 🪴🍀
