My sister has this jalapeño plant. And she just noticed this on the underside of the leaf. Can you tell me what this is and should we be concerned? And how do we fix it? Thank you for your help.

SunnyIt could be thrips. I highly recommend not touching them since they can quickly spread to other plants by your hand. Treat the entire plant with neem oil or insecticidal soap.
