   It’s likely pear rust, a fungus, if you see no pests like scale insects. Fungal rust destroys leaves, flowers and fruits. It produces galls that grow through spring. There are treatment methods online. It’s not an easy fix since it spreads by spores to other plants and requires several applications of a fungicide that specifically treats rust. Google pear rust for more information and images. The pictures of the fungus transforming are a nightmare. Good luck 🍀 🍐
