Looks like mould to me, and might explain the crack as well, might be time to remove your plant, cut off the mouldy bits of the roots and wash and let dry this terra cotta container before repotting with fresh soil

Most likely a result of overwatering, but not in the sense that it's too much water for your plant, rather you're creating the perfect environment for mold growth at the bottom of the pot (and, unfortunately, fungus gnats 🥲). This could start to affect your plant if the mold/gnat larvae eat at the plant's roots.
2 Mi piaceDepending on what's in the pot, you could make sure the bottom soil dries out (lift your pot and poke a stick/finger thru the drainage hole) before each watering.

0 Mi piaceI also think it’s a fungus, I don’t think you need to repot though. Saprophytic fungi is generally not harmful. You can treat with diluted hydrogen peroxide or cinnamon! Terracotta absorbs moisture so this is really common near their drainage holes, bc most of the excess water is directed through them.
2 Mi piaceThere is a cactus in the pot that I have had for only a few months and I think I definitely underwatered vs over watered so I was wondering about the saprophytic fungi. There are rocks on the bottom layer of the pot also
0 Mi piaceMold is not always a problem. It's just there and it's ugly. Personally, I would probably either do nothing or pop the plant out of the pot and brush off the mold and replace it in the pot adding a little bit of soil to replace what I brushed off.
