Hello everyone, my forest cactus is going dry and I don't know if it's because of a fungus or pests. The leaves have a whitish powder on top and the soil has a layer of like a spider web. I wonder what I can do to fix it? Thank you!

You might have a case of the spider mites my friend. Have to give the whole plant a wash down and repot with all fresh soil and a clean pot.

even if it’s not mites (which i don’t see here, but that doesn’t mean they aren’t there!) i would gently break up this old soil, rinse the whole plant like Alyssa suggested, cut away anything dead looking, and repot into fresh cactus soil in a terra cotta pot of the same size (last step is optional you could put it right back in this pot - just make sure to wash it well and don’t overwater)
