Ugh, are these black spots thrips?? Newbie plant mom here and panicking. I’ve washed and neem oiled all of my plants and captain jacks bug spray coming tomorrow. Any other recs?

I think you'll need a better picture. I don't see any thrips on this plant.

BigGracJust a heads up, I think you’ll want to wait like a week before applying captain jack’s after neem oil. It’s not harmful to do it earlier but I believe it isn’t effective because neem oil kills by suffocating so it doesn’t really let the captain jacks do its job.
