Personally I just think the flowers are spent. Were they in bloom earlier? This looks like the natural progression of flowering to me and they can be pruned off at this time.

0 J'aimeIt’s hard to tell if it’s a fungal infection. It definitely looks like it dried out. The weeds around it are adept at using moisture and nutrients from the soil. They are too close to your decorative plants. Dig a garden bed around them or clear a 3” diameter area around the plants. Remove the weeds and stones. Add 6” of mulch around the plant.
1 j'aimeIf the leaves and stems are still green, your Hydrangeas will flower next season. These require TONS of water and prefer light but not full sun. This summer’s east coast has been horrendous so the weather could have contributed to its demise. Research your soil as well so your new bushes will thrive and bloom beautifully. Good luck.
1 j'aimeI have had hydrangeas for a long time and that’s just what they look like after their blooms dry up. Prune the flower stalks off and keep the “trunk” and the flowers should return next year good as new
