Probably spider mites. They can be a pain to get rid off. And if they are spider mites, keep it away from other plants that might be susceptible to them.

Looks like spider mites to me!! You’ll want to treat ASAP!! Here are some ways to treat spider mites on gardenias: Spray with water Use a strong stream of water from a garden hose to remove the mites and eggs from the plant. You can also spray the webs gently with water to dislodge them. Use insecticidal soap or horticultural oil These products smother the mites and their eggs and are usually safe for most plants. Mix the soap with water according to the package instructions and apply it to the entire plant, including the undersides of the leaves. You may need to spray every few days until the pests are gone. Prune infested leaves Remove all leaves with any signs of webbing or nutrient deficiencies. If you remove them by hand, squish them to death so they don't escape and reproduce.

That looks like spider mites based on the webs. Most garden centers carry a spray that gets rid of them, I had something similar a few months ago.

I recommend returning it and getting a refund. It will take weeks to months to fight that level of infestation. Additionally, gardenias are a magnet for pests including aphids and whiteflies. I love the scent of their flowers and owned about six in pots many years ago. I had to toss them due to the whiteflies and aphids. I spent most of the summer trying to get rid of them.
