Mold or spider webs? Either way, I’d treat the plant. For mold, I’d take off the entire too layer of soil and replace it. Let plant dry out because it could be a drainage issue. Before watering again If it’s webs, you’ll need to spray your plant down to kill the spider mites. There’s good video on YouTube that can help

Looks like mold to me. Remove top layer but keep a close eye on it. If it returns, repot but use chunky, well-draining soil, as soon as practical. You could even do it now preemptively. It took me losing 3 plants this way to learn this lesson myself šŸ™ All with surface mold died, and all had extensive root rot. Good luck!!

If you repot and find any root rot, prune and disinfect roots with hydrogen peroxide, and don’t repurpose soil for any other plants, just toss it!

    Looks like harmless slime mold.

Agree, it looks like harmless slime mold. You can stir it around/try to remove if you don’t want to look at it, but it will probably come back. Slime molds play an important role in breaking down organic matter and providing nutrients to the soil. Slime molds do not attack plants or damage them in any way nor are they harmful to animals (human and pets), unless someone maybe has an allergy to it.
