Looks like aphids to me, I’d wipe them off with neem oil and then dust the leaves with diatomaceous earth

Aphids are not as aggressive as mealybugs, thrips and fungus gnats. You can beat them off with a spray of water from a hose or shower head. Insecticidal soap will remove the clingy strays. The soap film suffocates the insects. Diatomaceous earth (DE) looks and feels like powdered sand. It’s made up of crystalline silica like Cancun beach sand. Its sticks to damp skin and easily gets onto clothes. Wear a mask and gloves. It can be an irritant to eyes and nasal passages. I’ve used DE about 20 years to filter my pool. I would not sprinkle it on plants inside my house.
