This could mean a few things Mineral/salt buildup very common if you use tap water with minerals or if fertilizer has collected. Appears as a crusty white layer. Not dangerous right away, but over time it can hurt roots. Mold or fungus is like White, fuzzy or cottony growth on top of soil = usually harmless saprophytic fungus. It grows in damp conditions and feeds on organic matter, not the plant. More common if soil stays moist or airflow is low. Root rot risk If the soil smells musty/rotten or feels soggy, that’s when root rot may be starting. Succulents like yours really dislike staying wet too long.

Definitely overwatered. Repot into terracotta with cactus mix. That white stuff is a type of mold/fungus and the base of the succulent is yellowing from rot. I would spray the roots and stem with antifungal with repotting and hope It can be saved

If the roots are bad then cut where it’s healthy and propagate. Rotting hormone helps but not necessary
