I have tiny flying bugs all over. I have tried neem oil so far. Will be trying Diatomaceous earth soon. Would it hurt my plants if I took everyone outside, repotted them into fresh soil and then fog the house to mitigate the bugs in the house?

I wouldn’t fog the house for fungus gnats. It sounds like you’ve got soil that stays wet too long — which is ideal breeding grounds for fungus gnats. I would water next time with mosquito bits or dunks — you can get them online. They treat the larvae — and sticky traps (or plug in options) for the adults

Second what eatyacarb says, and just be patient with the elimination cycle of watering with dunks/sticky traps as it'll take several weeks to get rid of the majority of them depending on how many plants you own and how often all of them get watered. If you're super desperate, you can use beneficial nemotodes (I got mine off Amazon).
