My Fiddly Fig has a bad fungus gnat infestation and I’ve tried neem oil and cinnamon for a few weeks now. I think we just need a repot. BUT I just noticed two new leaves peeking out this morning. Should I wait until the leaves are established before repotting?

Yes i would wait. Flfs hate being moved or touched or looked at haha. Put a piece of old fruit in a plastic cup then put plastic wrap on top of the cup and an elastic band over the plastic wrap, poke holes with a toothpick in the plastic wrap and they will get in to get the fruit. When you see alot then grab another piece of plastic wrap and put it on top of the other plastic wrap with the holes and make a mad dash out to the garbage can. Keep doing that until they are gone. Also use mosquitoes bits.

Death drops have been the only thing that have finally gotten rid of my fungus net infestation. I use the sticky yellow things to catch the adults and water every time with death drops in my water. I was inundated in the number of my plants and it's finally under control

I would personally repot now even if it means the death of your new leaves. The gnats could spread and in a week or more when your leaves are fully grown there will be so many more gnats. A repot and hydrogen peroxide in the soil will hopefully kill the rest of your gnats.
