I recently had a mealybug apocalypse and I can't tell if these webs are spider webs or mealybugs.
If they're fuzzy then they are mealy bugs but if you see fine webbing and small dots, then they are spider mites. A microscope would also help determine for sure. To eliminate this infestation regardless of being mealy bugs or spider mites. I would wash the plant, then spray it with 16oz of water, 1 tbsp of pure neem oil, 1tbsp of isopropyl alcohol, a few drops of dawn dish soap or Dr. Bonners peppermint soap (I personally use both soaps)… then isolate this plant away from your other babies. You can spray down the plant every few days and let it drip dry or spray and wipe down the foliage and stems with a microfabric material.

1 mi piaceI would also like to add, since this looks like a succulent its probably best to spray and wipe, or let drip dry near a fan, because moisture is not supposed to sit on succulent foliage.
