    It could be black aphids. They drink the sap from the tender new shoots and produce a sugary liquid the ants gather. The ants farm them. They move the aphids around to the best spots on the plants like they are grazing cattle. Hose the plants to wash them off. Use a Castile soap solution or neem oil to kill the rest.

      I have been fighting orange aphids because of sugar ant. I remove the aphids in the day. They replace the aphids that night. Frustrating!. I went nuclear and applied a spritz of Raid ant spray on my hoya blooms to get rid of them. My plants aren’t edible. I wouldn’t use Raid on an edible garden.
