Hi everyone! I'm hoping someone can help me with what these spots are on this plant. They don't rub off. I don't see any pests on it. Are they normal? TIA.🩵😊

    I had this on a few plants in my garden. I was told it was black spot- some kind of fungus or something. I sprayed them with Neem Oil and it didn’t spread or hurt my plant. But the spots stayed. I hope that helps!
