Should i pull it out and soak it in a bucket of dawn soap and water? ?

You’ve got mealy bugs. Take it to the tub and try to spray as many off as you can. You can also use rubbing alcohol on a cotton swab to get them off. Then spray it with insecticidal soap every 2-3 days for 3-4 weeks. Not sure if neem oil alone will work on mealy bugs. When I had them I alternated insecticidal soap and neem oil every 2-3 days.

definitely mealy bugs! yeah you can kill the ones you see with a q-tip dipped in rubbing alcohol. then, as mentioned, spray it down to get any more off that you missed. isolate it from other plants and treat with systemic granules in the soil (a pesticide that makes the plant toxic to pests only. works for all other bugs except spider mites so it’s a good defense procedure). spray every leaf - front and back - with an insecticidal soap (you can make one with castile soap and water in a spray bottle) every day for a few weeks. and keep checking for mealies as you can spot kill with the alcohol.
