my aloe is in bad shape. i've had him quarantined due to a mealy infestation, for about three weeks. unfortunately the only place i could quarantine is in my kitchen, which faces another building so doesn't get much light. it's been 28 days since i watered him but i think the alcohol and neem oil weren't drying off fully and made him soggy. my question is, if i remove the outer sections, will the center of the plant be okay and keep growing? i did notice he's still putting out new growth there

Yes! You can totally peel off the dead outer leaves. You can pull down like peeling the skin of an onion or a petal of an artichoke. You want to pull down and peel any excess deadness off.
