Does anyone know what these are? Look like tiny black bugs on a portion of my basil plant, discovered just today. How to get rid of them :(

    not the best pic, but the shape and location suggest cucumber beetles, which have been said to dislike neem oil. if you could get a better pic, IDing them would be easier.
