I thought so too but 2 of those pictures are brand new buds. That is what concerns me most. I’m afraid they are aphids but i’m not seeing anything under the leaves, no sign of ants etc

I was thinking that they’re spent flowers too. Is it possible that even in one flower bunch the petals open at different times. Some flowers do this. If this is the case then the petals that are open in this picture will do the same thing, maybe tomorrow or soon, while new ones on the same bunch open—but never all of them at once. This might be an advantage for the plant to make sure it gets pollinated and allocates its energy in the way it can best manage.

If you want to check for bugs you can shake it over a piece of paper and see if black things move. Or dunk a flower bunch in a glass of water and see if any bugs were flushed into it

I will definitely try both of these things you mentioned. While just looking at them the black specks do not appear to be moving at all. I just looked at them and did notice 3 black ants on the flower area. I looked under leaves again today and do not see any signs of aphids or any other bug. Also do not see any other the sticky substance they usually leave behind.

There are some plants that benefit from ants believe it or not. Don’t know about Penta, but I’ve read that peonies need ants to flower
