Late Bloomer

Can anyone help me identify this pest or disease on my Vinca vine and English ivy plant? It began on my vinca a few weeks ago. It is definitely not mealy bugs-I have that on a different plants. It is small oval shaped specs that look like some kind of deposit on both the front and back of leaves as well as the stems, especially at the bottom where they go into the soil. The leaves are dull, and there are ants around the plant. It has spread to my English ivy vine as well. Unfortunately, I have very bad luck with spray bottles so I have tried to treat with insecticidal soap using a paintbrush or a sponge, which is very tedious and painstaking work. Thanks in advance for helping me identify and treat this condition.

    Does it wipe off the leaves? If it wipes off it’s likely powdery mildew. If it can’t easily be wiped off than it might be some kind of scale.

    It is not powdery and is not easy to wipe off.

      Then I suspect it’s a kind of scale. But if insecticidal soap isn’t working I’m not sure how to fix that.

    It could be scale if it’s not powdery mildew (fungus) or mealybugs. Treat weekly with neem oil. Gently scrape them off. The offsprings hatch under the parent. Isolate them to avoid spreading the infestation. 🪴🍀
