Can anyone tell me what this white fluffy stuff on the top of my soil is? And if it’s more than a cosmetic issue, what should I do?

It’s not harmful for most part, means your soil is too damp, possibly not enough airflow around plant. I would remove it, spray with hydrogen peroxide and sprinkle cinnamon on top of soil after doing that. It’s mold.

If you repot, check on the roots as well to make sure there aren’t any mushy/dead roots. If there are any mushy or dead roots, you can trim those off with clean scissors and spray the remaining roots with 3% hydrogen peroxide before putting back into chunky, well-draining soil.
