I think that might be an overwatering issue, or soil retaining moisture. Is it in a well draining soil mix?

I don’t have a dragon but a zebra and was told they only have between 5/6 leaves at a time. So when a new one is coming an old one will die off. You can usually tell as the stem goes soft and then starts to bend over. They cannot be revived unfortunately but the new ones are quick growing. They are also dormant through winter. Mine is just waking up and a new leaf has appeared and my oldest leaf is now going yellow sadly. Hope this helps.
