I salvaged this section of a monstera from a building site. It seems like it’s been cut back over the years as it has woody ends that have healed over. Any suggestions to get this plant growing again? Should I separate the part with the leaf from the old stem and try to propagate in water? Or is it better to plant the stem in some soil (curling up the large root at the bottom) and let it do its thing?

There might be a better chance to chop and prop. Those roots look questionable. If you do to put in soil, keep a close eye on it. If it struggles then you'll know definitely to then chop/prop.

Thank you for the advice! I left the section in water for a while without cutting the old roots off yet. I was very surprised today to see that not only does it have small roots growing, but it also has a new leaf emerging! Once these grow out a little more I’ll pot this plant and come back with an update.
