I think is fairly common, my monstera cutting had one big leaf with both sides fenestrated and one that was a small with only one split. My third and newest is similar to this one but I personally was excited to have fenestration.
1 j'aimeIt’s weird . Half of my whole plant is 9 leaves and only 3 leaves have fenestration. Its healthy as crap. No problems ever. Is a matter . Is a matter of fact 1 more rolled up leave is here too.
0 J'aimeMonsteras have to be around 3 years old before they start making fenestrations. And even then, it depends on the light they’re getting

0 J'aimeI’m skeptical of the 3 year thing. I know TONS of people with mosnteras much younger than that that have well fenestrated leaves. But another thing thsts important is support. Monsteras wont mature if they don’t have proper support This was the main leaf of my cutting (it got repot shock but it’s the only picture I had) it was from a plant that’s only about a year old.
0 J'aimeLooks like it can be due to it being a younger plant or lack of nutrients that can cause lack of fenestration so in my case it’s because my plant is pretty young since it’s a cutting.
0 J'aimeIt’s watered it gets monstera liquid plant food monthly . Plant is almost 2 years old. Healthy and 1 more leaves rolled up and ready to open.
0 J'aimeI also read maybe lighting or planting medium. So if you haven’t repotted it in a year or more then It might be time for a repot. The soil can break down and there could be a lack of it or it could be too compact, or if you have repotted it recently then it might just be growing to the new pot and needs time to make fenestration. If you’ve moved it recently then it might not be getting its light requirements maybe. Theories based on some googling common issues with fenestrations I hope something helps!
0 J'aimePot and dirt, bark and something else in dirt is all good. Were changed dirt added 2 months ago. Has a moss pole that has embedded roots that I also added 2 months ago( moss pole). Was shocked at how quick roots appeared in the moss pole. It gets lots of light too
