   I would cut the black part off so you won't see it anymore. Just cut around the edges of the black part off

     ^ I agree, but also remove the top strap as that is probably chocking the new leaf. It’s best not to tie new leafs until they’ve matured

   it could be due to you having it tied on the petiole this could possibly be “choking” that leaf. I would cut that whole leaf off to make way for a healthier one
