It must be getting enough energy from the existing leaf to fuel the new leaf. Iāve had that happen on pothos a once or twice now too

Leave it in the water until the roots come out

It may not fully sprout. Like it might stay in that mode for a bit longer or take longer than usual to unfurl until the roots start to develop. How long have you been water propping it?
