    The leaves almost always stay with out fenestrations if they unfurl without them. They need to grow them when the leaf grows, so they will be there when the leaf pops open. The younger the plant is the harder it is to get them, so just be patient and give it plenary of sunlight, because the plant makes fenestrations to let sunlight get to the lower leaves (in theory in nature)
