They can keep water trapped in the soil, and succulents don’t like to be sitting in wet soil for too long.

Not if you use the right soil mix. The rocks are "Top Dressing" and it has many uses when it comes to cacti, even what you said, holds in the water. It also distributes the water evenly when watering, to make sure it gets saturated. It also keeps nonorganics(pumice/perlite) from floating to the top. There's a lot of different ways to use it, it just depends on your climate/micro climate.

No clue if it’s good/bad for the plant but it’s super cute 🤭

I put rocks in mine and it died, it could’ve been me improperly caring for it but definitely be vigilant. Watch how often you water and place it in a nice sunny spot

I have small rocks in my succulent soil mix, but I wouldn't put larger ones on top.

I often give succulents a top dressing of sand & gravel, paired with terracotta & lots of light, so they don’t stay wet too long.

I use a top dressing on many of my succulents. It’s for aesthetics. And never had a problem with too much moisture.

Look up this video on YT: How To: Cactus and Succulents Care 101 by Cactus Quest. They literally start with staging and top dressing.
