The spots look like edema from overwatering. Usually soft leaves are sign of dehydration. So the questions are how often are you watering? How are you watering? And….what is the soil like? Echeveria are usually watered every 3 to 4 weeks, or longer. I water till it comes out the bottom drain. If you bottom water, you have to have the proper soil. And the soil for echeveria should be very high in grit with small percentage of organic. I don’t think she is dying. She actually looks good with just a little damage. They need lots of bright light and yours looks good for that too. Without light they become etoliated with a long stem and few leaves.
