1 LikeThat's a genetic mutation, like halfmoon variegation but on the flowers. Some cultivars do that consistently, but it's also possible to see natural mutations on rare occasions. That one's likely supposed to do that, but with roses it's also possible to get unexpected colors if the grafted top reverts to the root stock or if the plant sends up a cane from below the graft. Usually they'd be matched with a stronger root stock with a similar color, but it's theoretically possible to get something completely different
