Something is damaging my hydrangea tree. I have done close inspection and can find no larvae or other insects or snails but there is *something* causing damage. I’m going to hit it with neem oil but would love if anyone can give me an idea what is causing it or what I should be looking for. Any help would be much appreciated.

    It could be larvae of another bug because they like to eat leaves. Neem oil is a good idea and should help.

    The leaf damage looks similar to what sawfly larvae did to my rose. If it's those, they're very small caterpillary things that stay on the underside of the leaf and blend in pretty well
