You can use plants to deter them. Several types of herbs with strong scents can convince them to stay back (lavender, mint, rue, pennyroyal, rosemary, and thyme can all work,) and you can use catnip to strategically attract them away from your other plants. For areas they've used before, you should try to change or eliminate the litter box scent. Try turning over the soil, adding a layer of fresh mulch (cedar has a strong scent), and maybe adding cut herbs over top
