Update : I had the roots in a little bit of water but I don’t think that’s working. What should I do? Should I put it back in orchid bark?

I would pot it up. Unfortunately I don’t know much about water culture and orchids. Just can’t wrap my head around the dichotomy. If it were my plant, this is what I would do. I would clip the long roots back to the base. They look like they are rotting and won’t survive a repot. I would use a 3” pot with ventilation holes, clear if possible. I am heavy handed with the water so I would aim for a 50/50 ratio of a bark/sphagnum mix. I would also topdress the pot with sphagnum, to give the existing healthy roots ample moisture while allowing the media to dry out quickly. I would also stake the plant so that I didn’t inadvertently damage sensitive root tips with unnecessary movement. I would watch it for signs of decline. Wrinkling means dehydration. I would check the roots for rot. If they are healthy I would up my watering. Yellowing could be due to root loss or setback. Check the roots for health and ensure you are watering properly (ie not getting any in the crown). I would also try not to fret over the plant. Phalaenopsis are survivors. I’m thinking this one will make it but you might not see flowers for a couple of years. Good luck!
