These stems (?) are coming out of my succulent at work. Can I use these to propagate, and how? Is that normal?

Honestly, I cut off the flowers so it doesn’t stress out the plant. But that’s just me.

Cutting them will negatively impact the plant’s hormonal cycle

“Cutting off the flowers can redirect the plant's energy back towards growth, promoting a fuller, bushier appearance. This is especially important for young or newly propagated succulents, as the energy required for producing flowers can be better spent on developing roots and foliage.”

“If you choose to remove the flowers, it's best to do so when they are still small and in the budding stage, rather than waiting until they have fully matured. This can help save the plant's energy and promote overall health and vitality.”

I would cut them so there is not as much stress and weight on the plant base.

Echeverias don’t have death sprouts, although some succulents do. If it’s flowering, it’s probably healthy. Also, since it’s already so far into the flowering process, cutting them off now won’t save much energy. Unless you don’t like the look, I would leave them on to enjoy. Additionally, your plant doesn’t look etiolated at all, so it looks like it’s getting enough light.
