They can stay in their starting "pots" way longer than you'd think - check out some pepper plants for sale next time you're at the garden center just to see how big they are compared to the pot! Transplanting your seedlings early won't do them any favors (in my experience). It's really hard, but give them time before you move them to their grown-up pots. And while you wait, look into hardening them off because it's really important.
