Was reading up on pruning my new lemon tree. I purchased one that apparently has this “sucker” at the base that should be trimmed off. Can I prop it? And, if so, water or soil?

For sure cut it off. It can take energy from the plant u ultimately want. U can prop it if u want but it may not be a Meyer lemon. A lot of times the rootstock can be many different citrus varieties to give it drought tolerance, dwarf stature, earlier fruiting. It will probably not be a Meyer lemon and can grow way too big for it to fruit and it may not be the fruit u want but still a citrus tree.
