When propagating an American Rubber Plant, is there a certain procedure or can I just cut off one of the leaves and stick it in water? Also about how long will it take for it to grow if it is propagated properly? Thank you all in advance!

Mine was broken in half so I propagated the stem and some single leaves. It grows pretty well in water. It's super easy just change the water once a week.

There’s a couple ways of doing it. You could take off the leaves and propagate individually but I’ve had more success by taking a top cutting. They take a long time to get roots but be patient and change the water every week :)
