Help! This is a tiger tooth aloe that planted with another plant that a friend gave to me. What is the best way to repot this?

Well it’s honestly, up to you but looks like it’s half dead. So I would recommend cutting under the first few healthy leaves then letting it callous after removing some of the bottom leaves making a stem. Then after it’s calloused it’s up to you how you wanna prop it place it on some succulent soil or water prop.

I am new to this. What does callous mean?

Callous is like a plant scab essentially basically the site where damage was done will dry out to make a “plant scab”

Agree with Zan that you should trim the root. It looks like it starting to rot. But these plants a really resilient and root easily in slightly moist soil. I’d pot in a small mug and watch how it’ll fill up.
