Why is my hibiscus so loppy?

It looks like it might be from the heat. I would suggest giving it a drink and it should perk up.

It has lots of water, but the stems are growing very out reaching instead of up. Is that a sun need thing?

Yes, it can be a sign of needing more sun. Just introduce it slowly or you risk burning it.
