I planted this knock out rose bush two years ago. It’s green. It blooms. But it’s tiny. It doesn’t grow. What am I doing wrong??

    Where is it planted. Looks awfully dry and covered in conifer needles?

      It is planted in my front yard. Full sun. No shade. Covered in pine needles from my neighbor’s tree.
