I have similar issue I used the flower bloom fertilizer. It helped. Also I found that - hydrangea flowers on last years stem. So May be you prunned more this time.. so it’s creating stems for flowering. I had similar issue. Hope this helps.

0 Me gustaIs yours getting enough sun? I live in zone 10a and only prune mine in late fall down to about 18”. They come back bigger and loaded with blooms in spring. I am consistent about fertilizer in the growing season, which for me is April-Oct. I hope this is of some help.
0 Me gustaHow are your hydrangeas? Yes, you need to prune every year. But, prune the green stems only, not the woody stems. Blooms will grow on those stems next season. I also fertilize with Holly fertilizer in the spring every year. It smells terrible but helps a lot!
