how can i make my croton petra look fuller? the stalk is way overgrown but it's still producing new leaves at the very top.

To make it bushier, and I know that this is boring but, make sure that the basic needs are being met: direct sunlight for 6-8 h/day, regular watering and the correct fertilizer. You might also consider pinching off leaf buds or trimming it but the later might chock it so I would make sure that it has everything it needs and keep cheering for it for some time before trying anything else 🤗

I’ve had little luck propagating my crotons. About 1 in 4 take and they can take 2 to 3 months to grow roots and replant

I would recommend that you wait with any chopping until it has recovered and grown stronger. But as Monstera_Man mentions it is a bit tricky to propagate Crotons.
