   Check if soil is completely dry out then water, it looks like just needs hydrating

     Any suggestions on how to cut it and the next step?

     I would cut the tops where you think they will look good, maybe leave a good stalk (4-5 nodes or so) put those in water once they have a few hours to callous. The rest of the stalk can be chunked and laid on top of a substrate sideways to grow. The mother plant will grow back beautifully just make sure you reduce the watering until you get some leaves.
