      Zoom in and take a closer look. Definitely some tiny bugs of some type though I have no idea what kind.

      It may be scale but these are white so I’m unsure I can also see legs

      Maybe mealybugs but don't they leave a white powdery substance behind?

      I know it seems off but the body shape with the long things sticking out seems spot on. I’d spray them with isopropyl alcohol and wipe the leaves down.

    Agreed. Wipe with alcohol 1x a week over the next month. Check the undersides of the leaves too. Q tips dipped in alcohol work great for this too.
