    my assessment is mildew. no matter the pest, neem oil is an all around fungicide and pesticide.

    Check with magnifying glass for pests. It’s likely mealybugs if you find movement. It’s a fungus if there are no pests.

      Can I use neem oil and how did get fungus?

      Neem oil should work as a fungicide. Neem has a smell that’s off putting to some. Fungus spores live in the soil and blows around in the air. They grow when conditions are right like constant moisture in the soil, warmer air and low light.
