If this grow light only hits the top of this plant, does that mean the bottom trailing vines will loose their variegation? Or do they get their energy too make variegation from the top

One the plant put the leaf out the variegation won't change. If anything it will get darker as the leaf matures. When it comes to the light it's hard to know. I had one under an old grow light then as soon as I changed it all my leaves were heavily variegated.

Did the leaves that were not being hit by the grow light change too green?

No I still had good variegation but the majority of my plant was getting good light. However once the leaf is produced the variegation shouldn’t change much regardless of the lighting situation.
