    Possibly mealybugs……I haven’t dealt with them, but google images look similar

    I had those on my palm tree and they were mealy bugs. Looks like rice. I used a spray of water, isopropyl alcohol and dish soap. Sprayed all the leaves REALLY good and isolated it for a week and it was OK, but I think others have suggested neem oil iirc. Perhaps others could confirm.

    Mealy bugs… in a spray bottle take 2 parts water to one 70% alcohol and spray them. With a cottons swap they should come off. Or neem oil. There’s pre mixed spray bottles or concentrated neem oil you mix with water.
